I would agree that very little thought had gone into the replacement programme. It is just a list of stuff already on the drawing board, or as pointed out already in existence. I bet there is not one iota of benefits comparison between the scrapped and the replacement programmes.

Both of these extensions opened around a decade ago, and this should give you some idea about how hastily this list was pulled together, and how serious it is.
